Amends Section 3068.2 of the Civil Code to revise exceptions to deficiency liability for registered vehicle owners whose vehicles have been sold or transferred prior to removal.

Allows registered owners to satisfy exemption requirements by fulfilling Section 5602 of the Vehicle Code, which includes proper endorsement and delivery of the certificate of ownership, rather than requiring only a specific notice to the Department of Motor Vehicles.

Transfers deficiency liability to the identified transferee only if that person received notice of the transfer and is responsible for the event leading to vehicle abandonment or requested the removal.

Exempts insurers from deficiency liability when they are the transferee and the transferor is the insured or their agent, unless the insurer agrees at the time of transfer to assume such liability.
