CA AB2321

Authorizes judges and prosecutors to access sealed juvenile court records for the limited purpose of processing victim helpfulness certifications on Form I-918 Supplement B (U visa) and Form I-914 Supplement B (T visa) for qualifying offenses under Penal Code Section 679.10.

Restricts dissemination of information accessed from sealed records to only what is necessary for victim helpfulness certifications and prohibits use of accessed information to impose penalties, detention, or sanctions on individuals.

Amends both Section 781 (petition to seal records) and Section 786 (automatic sealing upon probation completion) of the Welfare and Institutions Code to include these victim certification access provisions.

Imposes state-mandated local program duties on juvenile courts and agencies to provide access to sealed records upon judicial request, with reimbursement procedures governed by Government Code Part 7.

Contains operative provisions contingent on Senate Bill 1126's enactment, with Section 2.5 becoming operative only if both bills are enacted and AB 2321 is enacted after SB 1126.
