Expands CEQA exemptions for residential, employment center, and mixed-use development projects in "very low vehicle travel areas" (areas where existing development generates vehicle miles traveled per capita below 85 percent of regional or city averages).

Allows affordable housing, agricultural employee housing, and infill housing projects to be located within state conservancy boundaries and increases the allowable size of infill residential projects from 4 acres to 5 acres.

Modifies transit priority project exemptions to include projects in very low vehicle travel areas and requires that project sites be previously developed or vacant lots with 75 percent of perimeter adjoining developed properties with qualified urban uses.

Requires lead agencies approving projects exempt under these provisions to file notices of exemption with the Office of Planning and Research.

Defines "community plan" as a part of a general plan for a defined geographic area and "very low vehicle travel area" based on vehicle miles traveled metrics, with the Office of Planning and Research to maintain statewide maps.
