Require student health centers at all University of California and California State University campuses to have HIV postexposure prophylaxis (PEP) on hand and immediately available to dispense upon consultation and exams at low or no cost to students.

Require student health centers to provide preexposure prophylaxis (PrEP) to students in need within 15 calendar days of request.

Allow campuses to assist students in obtaining PrEP or PEP through insurance or other resources (grants, telehealth) as an alternative to directly providing the medications, with the requirement that students complete consultations and obtain medication within 15 days.

Require student health centers to offer free transportation coordination to students for necessary consultations, medication pickup, and follow-up care if providers are located off-campus.

Define PEP and PrEP medications according to CDC guidelines, with the California State Board of Pharmacy authorized to approve alternative drug combinations meeting the same clinical standards.
