Requires the State Air Resources Board to adopt regulations mandating reporting of greenhouse gas emissions from commercial passenger, freight, and private aviation sources, including international and interstate flights originating from or terminating in California.

Requires the State Air Resources Board to develop methodologies to attribute the portion of emissions from international or interstate flights that occur within the state.

Mandates inclusion of aviation sector emissions in California's greenhouse gas inventory.

Requires the State Air Resources Board to submit recommendations to the Legislature by July 1, 2022, on actions to achieve reductions in aviation sector greenhouse gas emissions.

Subdivision requiring the recommendations becomes inoperative on July 1, 2026.
