Allows preneed funeral trust funds to escheat to the state after 3 years of inactivity if the beneficiary or trustor has not corresponded or indicated interest in the property, effective January 1, 2022.

Requires funeral establishments to report and pay unclaimed preneed funeral trust funds to the Controller, minus a revocation fee, and permits funds to be reclaimed if services are later provided to the beneficiary.

Mandates funeral establishments ceasing operations to notify beneficiaries, trustors, and trustees at least 60 days before closure, with the option to transfer agreements to a licensed successor funeral establishment located within 60 miles or return funds within 30 days.

Prohibits transfers of preneed funeral agreements to successor establishments located 60 or more miles away without prior written approval from beneficiaries or trustors and their legal representatives.

Requires the Cemetery and Funeral Bureau to create notice forms and adopt regulations regarding proof of notice by January 1, 2022.
