Requires local officers to submit technical expertise, staff resources, financial capacity, and recordkeeping certifications to state agencies within 12 months before agreeing to oversee remediation.

Mandates state agencies respond within 30 days of receiving notification of intent to enter a remedial action agreement, informing local officers if they will retain oversight authority over the release.

Requires local officers to conduct public notification at least 30 days before certifying cleanup completion and must provide responsible parties with a document describing the remediation performed and certifying cleanup goals were met.

Establishes that amendments apply to remedial action agreements entered into on or after January 1, 2021, while preserving prior law for agreements entered before that date.
