Extends authority to install automated forward-facing parking control devices on public transit vehicles to the Los Angeles County Metropolitan Transportation Authority, in addition to the existing San Francisco and Alameda-Contra Costa Transit District authorities.

Requires designated employees or contracted law enforcement to review video recordings and issue parking violation notices within 15 calendar days, with citations only for violations occurring during posted transit-only lane operating hours.

Mandates a 30-day warning period before issuing actual citations and requires public announcement of the program at least 30 days in advance.

Designates video image records as confidential and limits access to public agencies for parking violation enforcement purposes only; records must be destroyed within 15 days if no violation is found, or within 6 months otherwise.

Makes legislative findings that a special statute is necessary for the Los Angeles County Metropolitan Transportation Authority and declares the limitation on public access to video records is necessary to protect individual privacy rights.
