Establishes the Rising Scholars Network as part of the Student Equity and Achievement Program, allowing the Chancellor's office to enter into agreements with up to 50 community colleges to provide additional funding for services supporting justice-involved students.

Defines "justice-involved" as persons currently or formerly incarcerated in California correctional facilities or detained in juvenile facilities, and requires participating colleges to include these students in their student equity plans.

Authorizes funded programs to provide academic counseling, tutoring, financial aid assistance, peer mentoring, career counseling, record clearance support, and other services tailored to students in custody or formerly incarcerated on campus.

Requires the Board of Governors to adopt regulations for the Rising Scholars Network specifying program directors with relevant experience, dedicated campus meeting spaces, strong community partnerships, and direct financial support for students in critical need.

Mandates the Board of Governors submit a report to the Governor by December 31, 2023, describing efforts to serve justice-involved students and providing recommendations on expanding the Rising Scholars Network to all community college districts and campuses.
