Amends Government Code Section 65583 to restrict objective standards that local governments can impose on emergency shelters to only two requirements: onsite management provision and security during operating hours.

Removes previous allowable standards including maximum bed capacity, parking requirements, client intake area specifications, proximity limits to other shelters, length of stay restrictions, and lighting requirements.

Requires local governments to identify zones where emergency shelters are permitted as-of-right (without discretionary permits) and accommodate at least one year-round emergency shelter within their jurisdiction.

Declares this bill imposes a state-mandated local program and specifies that no state reimbursement is required because local agencies have authority to levy fees sufficient to pay for the mandated program.
