Reduces incentive and concession thresholds from 20-30% to 17-24% for lower-income units and adjusts density bonus percentages to up to 50% maximum for higher percentages of affordable housing.

Measures distance to transit stops from any point on development property to any point on transit stop property, and allows developers to request zero parking requirements for transit-accessible affordable senior housing and supportive housing developments.

Exempts local jurisdictions with existing density bonus ordinances or programs offering bonuses exceeding state requirements through December 31, 2020 from amending their policies to comply with these changes.
