Requires community college districts to waive fees for students enrolled in specified child development courses who have declared a child development major and submitted a Free Application for Federal Student Aid (FAFSA) or California Dream Act application.

Establishes the "Early Childhood Workforce Waiver" covering 12 child development-related majors including Child Development, Early Childhood Education, and Child and Family Studies.

Covers eight core early childhood courses including Child Growth and Development, Health Safety and Nutrition, Observation and Assessment, and Practicum.

Allocates funding from the annual Budget Act equal to 2 percent of fees waived plus $0.91 per credit unit waived to support financial aid determination and delivery services.

Designates this as a state-mandated local program with reimbursement procedures available through the Commission on State Mandates if costs are determined to be state-imposed.
