Reduce premiums to zero for California Health Benefit Exchange program participants with household incomes at or below 138% of the federal poverty level, contingent on legislative appropriation.

Scale premium assistance subsidies for participants with household incomes between 139% and 600% of the federal poverty level based on a program design adopted by the Exchange board.

Remove the previous requirement for state cost-sharing reduction assistance for participants at 200-400% of federal poverty level.

Amend Section 100805 of the Government Code to modify premium assistance subsidy requirements while maintaining eligibility restrictions to those qualifying for federal premium tax credits under Section 36B of the Internal Revenue Code.
