Allows the Fish and Game Commission to accept a petition for species listing concurrent with authorizing the taking of that candidate species if geographic proliferation may cause significant economic hardship or critical infrastructure impacts during the review period.

Requires the commission to find that a preponderance of evidence in the petition shows there is no direct threat to the species that would lead to its decline during the 12-month review period under Section 2074.6.

Permits the Department of Fish and Wildlife to recommend and the commission to authorize takings of candidate species for the duration of the review period under these specified conditions.

Makes conforming language changes, replacing "prior to" with "before" and "Internet Web site" with "internet website" throughout the Fish and Game Code sections.

Declares the act an urgency statute to take effect immediately.
