Creates the California Fresh Start Grant Program administered by the Board of State and Community Corrections to provide reentry services for formerly incarcerated persons.

Requires grant funds to support reentry coordinators, develop individualized reentry plans addressing housing, transportation, health care, employment, and education, and advocate on clients' behalf with stakeholders.

Limits eligibility to persons willing to participate in reentry planning, who have not been convicted of sexual offenses requiring registration, are classified as low risk of violence, and were incarcerated within the previous year.

Authorizes competitive grants up to $1,000,000 per applicant per grant cycle, with preference given to proposals demonstrating greatest likelihood of reducing recidivism.

Requires grantees to report progress to the board and mandates the board submit a report to the Legislature within 90 days of each grant cycle closing regarding program impact on recidivism and positive outcomes.
