California School Finance Authority shall administer a competitive grant program providing planning grants to California Community Colleges exploring or developing affordable student rental housing.

Grant selection process must ensure reasonable geographic distribution of funds, project feasibility, reasonable planning costs compared to comparable projects, and leverage of other available funds.

Community colleges may use grant funds for feasibility studies, engineering studies, financing studies, environmental impact studies, architectural plans, application fees, legal services, permitting costs, bonding, and site preparation.

California School Finance Authority shall provide technical assistance to grant recipients for exploring and determining if they can offer affordable student rental housing, defined as housing charged at below market rate.

Implementation is contingent upon a legislative appropriation in the annual Budget Act or another statute.
