Authorizes the Attorney General or district attorneys to bring civil and criminal actions against electrical corporations for failing to comply with safety standards or requirements under the Public Utilities Code.

Establishes that violations of a continuing nature are subject to separate penalties for each day of violation, with civil penalties ranging from $500 to $100,000 per offense.

Sets a 4-year statute of limitations for civil actions from when the cause of action accrues, and for criminal actions from when the violation is discovered or completed, whichever is later.

Specifies that proper jurisdiction for actions includes counties or cities and counties where the violation occurred or where personal injury or property damage resulted.

Clarifies that civil and criminal sanctions under this act are in addition to other fines or penalties imposed by law, and affirms the Public Utilities Commission remains the primary enforcement entity.
