Requires applicants to establish a California Firearms Application Reporting System (CFARS) account and identify whether firearms are self-manufactured, self-assembled, antique, or made prior to December 16, 1968, in addition to providing make, model, serial number, and other details.

Prohibits the Department of Justice from processing firearm return applications until the weapon is accurately entered into the Automated Firearms System (AFS) by the law enforcement agency holding it.

Allows the Department of Justice to request photos from the law enforcement agency holding a firearm to assist in evaluating the weapon's legality.

Prohibits law enforcement agencies from dismantling or altering illegal firearms to make them legal in order to release them to owners.

Requires the state to reimburse local agencies for any state-mandated costs associated with implementing these provisions.
