Requires health care service plans and health insurers to establish telehealth mental health consultation programs by July 1, 2021, for providers treating children and pregnant or postpartum persons (up to one year postpartum)

Consultation programs must include triage services and mental health clinician consultations via telephone or telehealth video during standard provider hours, with guidance on evidence-based treatment options, screening tools, and referrals

Health care service plans and insurers must communicate program availability to contracting providers (pediatricians, obstetricians, primary care providers) at least twice yearly in writing

Health care service plans and insurers must monitor program utilization data and report program descriptions to their respective regulatory departments

Exempts specialized health care service plans and health insurers from these requirements, except for specialized behavioral health-only plans or insurers offering professional mental health services
