Authorizes the Department of Justice to impose civil fines up to $1,000 for violations of firearms dealer prohibitions and requirements, effective July 1, 2022.

Increases maximum civil fine to $3,000 when a dealer fails to correct a violation after written notification or when the department determines the violation was knowing or involved gross negligence.

Requires all fines collected to be deposited into the Dealers' Record of Sale Special Account for use in offsetting reasonable costs of firearms-related regulatory and enforcement activities.

Authorizes the Department of Justice to adopt regulations setting specific fine amounts and establishing an appeal process for dealers to contest assessed fines.

Repeals the existing forfeiture-only penalty structure on January 1, 2023, replacing it with the new civil fine framework.
