Prohibits the Bureau for Private Postsecondary Education from issuing or renewing approval to operate for institutions seeking to enroll Title 38 award recipients if the California State Approving Agency for Veterans Education determines the institution is ineligible.

Prohibits the bureau from approving substantive changes to approval to operate for institutions seeking to enroll Title 38 award recipients if CSAAVE determines the institution is ineligible for Title 38 awards.

Requires the bureau to take disciplinary action, up to and including revoking approval, against institutions that enroll or seek to enroll Title 38 award recipients while determined ineligible by CSAAVE.

Defines "Title 38 award" as an award pursuant to Chapter 12.5 (commencing with Section 67100) of Part 40 of Division 5 of the Education Code.

Specifies that no state reimbursement is required because costs incurred relate to changes in criminal penalties or definitions under existing law.
