Authorizes the Ventura Port District to construct, maintain, operate, lease, and grant permits for aquaculture plots in federal waters off the coast of Ventura County, notwithstanding the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.

Limits aquaculture authority to federal waters between the northernmost and southernmost points of Ventura County's coastline.

Requires the Ventura Port District to obtain all required federal permits, approvals, and complete associated environmental review before operating aquaculture plots.

Declares this a special statute necessary because general law cannot address the unique commercial development opportunity in Ventura County.

Takes effect immediately as an urgency statute to resolve uncertainty about the port district's authority before it impedes permit acquisition.
