Establishes the California Stolen Property Inventory (CSPI), an online public database of serialized and uniquely inscribed property reported as stolen to the Department of Justice.

Allows members of the public to search the CSPI database using serialized numbers or unique identifiers to determine if items have been reported stolen.

Makes vehicle burglary with intent to steal electronic devices (smartphones, tablets, laptops) capable of holding personal information a felony punishable by state prison, rather than a misdemeanor or felony at lower levels.

Requires the Department of Justice to accept reports of stolen property from individuals and law enforcement agencies throughout the state for inclusion in the CSPI database.

Specifies that no state reimbursement to local agencies is required because this act changes penalties for crimes within the meaning of state constitutional provisions.
