Allows State Registrar, local registrars, and county recorders to accept electronic verification of identity using a multilayered remote identity proofing process that meets National Institute of Standards and Technology (NIST) standards for electronic authentication.

Electronic verification must confirm applicant identity through government-issued identification numbers and financial or utility account numbers checked against state, local, or credit reporting agency databases.

If electronic identity verification fails, applicants must provide a notarized statement sworn under penalty of perjury to obtain certified copies of birth, death, or marriage records.

Updates gender-neutral language by replacing "his or her" with "their" and "the" throughout the statute.
