Requires applicants and licensees of adult community care facilities and residential care facilities for chronic life-threatening illness to maintain an email address of record with the department and notify the department of any changes within 10 business days.

Establishes closure and resident transfer procedures for adult residential facilities including 180-day advance notice to residents, relocation evaluations, 60-day written eviction notice, and refund schedules for preadmission fees exceeding $500.

Requires submission of closure plans to the department for approval when 7 or more residents will be transferred due to license forfeiture or facility closure, with department review required within 15 working days.

Grants cities and counties first right of purchase of adult residential facility properties at fair market value within 60 days of notice of intent to sell, with option to operate the facility or lease it to a qualified nonprofit or for-profit entity.

Imposes civil penalties of $100 per violation per day for violations of closure and transfer requirements, and allows residents to bring civil actions for violations of their rights under these provisions.
