Repeals Vehicle Code Section 1662, which previously exempted the Department of Motor Vehicles from investigating automobile dismantler violations unless referred by law enforcement agencies.

Reenacts and extends provisions requiring the Department of Motor Vehicles to collaborate with state agencies (California Department of Tax and Fee Administration, California Environmental Protection Agency, Department of Toxic Substances Control, State Water Resources Control Board, Department of Resources Recycling and Recovery, and State Air Resources Board) to coordinate enforcement against unlicensed automobile dismantling.

Extends the coordination and enforcement requirement through January 1, 2024, with automatic repeal unless extended by later legislation.

Authorizes the Department of Motor Vehicles and partner agencies to collaborate with district attorneys, code enforcement agencies, and other federal, state, and local agencies to address unlicensed and unregulated automobile dismantling.

Addresses environmental impacts, public health hazards, and tax evasion resulting from unlicensed automobile dismantling operations.
