Excludes all survivor benefits or payments received under the federal Survivor Benefit Plan from gross income for taxable years beginning January 1, 2020 through December 31, 2024.

Requires the Franchise Tax Board to determine income brackets of taxpayers claiming the exclusion and submit annual reports to the Legislature to evaluate the exclusion's effectiveness.

Establishes legislative findings that the exclusion recognizes military families' sacrifice and provides financial relief to families who lost a service member or veteran and their income.

Repeals automatically on December 1, 2025, unless legislatively extended.

Takes effect immediately as a tax levy.
