Freezes handling fees at the rate in effect on July 1, 2020, through January 1, 2024, and suspends usage of surveys and cost calculations for determining these fees.

Requires supplemental handling fee payments from the California Beverage Container Recycling Fund: $0.002 per container for low-volume recycling centers (lowest 400 centers statewide) and $0.0015 per container for high-volume recycling centers.

All frozen rates and supplemental payments automatically expire on January 1, 2024, at which point standard calculation methods resume.

Makes an appropriation from the continuously appropriated California Beverage Container Recycling Fund to cover the cost of supplemental handling fees to recycling centers.
