Requires the Office of Emergency Services to annually review a minimum of 10 emergency plans submitted by disaster councils to determine compliance with Federal Emergency Management Agency recommendations.

Establishes that reviewed plans must substantially conform to or exceed recommendations in the Federal Emergency Management Agency's Comprehensive Preparedness Guide 101 or successor emergency operations planning guidance.

Mandates the Office of Emergency Services prioritize review of emergency plans submitted by counties determined to be at high risk of wildfire disaster.

Applies to emergency plans developed by counties, cities and counties, and cities for conditions constituting local emergencies or states of emergency, including earthquakes, natural or manmade disasters, and states of war emergency.
