Authorizes counties to conduct In-Home Supportive Services (IHSS) needs reassessments remotely using telehealth, video conference, or telephone if specific conditions are met.

Requires recipients to have had at least one in-person assessment since initial program intake and at least one in-person assessment within the past 12 months before a remote assessment can be conducted.

Mandates counties notify recipients within 30 days of a proposed remote assessment and provide the option to request an in-person assessment instead.

Establishes nine conditions that must be met for remote assessments, including no change in living arrangement, no recent hospitalization, no change in service provider for at least six months, and no recent adult protective services involvement.

Allows counties to extend assessments up to six months beyond the regular 12-month period on a case-by-case basis if specific conditions are documented.
