Establishes legislative findings that California Community College students face significant housing, food, and mental health insecurity, with 60% housing insecure and 50% food insecure in prior surveys.

Encourages each community college campus to designate a Basic Needs Coordinator by July 1, 2021, to serve as a single point of contact for students seeking housing, food, and mental health services and resources.

Encourages each campus to establish a Basic Needs Center by July 1, 2021, as a centralized location on campus providing coordinated access to basic needs services and resources.

Requires each campus by February 1, 2021, to develop and publish online a document listing all on- and off-campus basic needs services with descriptions, locations, and contact information; create a single application for on-campus services; develop outreach plans for at-risk students; and prominently display services on the campus website and student accounts.

Authorizes funding from the Budget Act for Student Equity and Achievement Program to support coordinators and centers, and allows California Community Colleges to accept private donations for these purposes; requires campuses to report annually on services provided and student outcomes to the Chancellor's office.
