Expands definition of "local agency" to include school districts, county offices of education, and charter schools under ethics training requirements.

Requires all school district governing board members, county board of education members, and charter school governing body members to receive ethics training every 2 years, regardless of compensation status, with initial training due by January 1, 2023.

Mandates local educational agency officials receive training in K-12 public education governance laws (including open meetings, school finance, personnel, and accountability laws) at least once every 4 years, starting by January 1, 2023 for current officials.

Requires local educational agencies to maintain records for at least 5 years documenting training dates and providers, with records subject to disclosure under the California Public Records Act.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
