Expands covered claims under the California Insurance Guarantee Association (CIGA) to include workers' compensation benefits under any state's law if the injured worker is a California resident and not covered by another similar organization.

Adds coverage for medical services provided by medical facilities owned wholly or partly by state or federal agencies, and claims from policies statutorily allocated or assumed by companies later placed in liquidation.

Requires member insurers to file reports with CIGA within 90 days after filing annual statements showing premiums not subject to CIGA's charge and special excess workers' compensation premiums.

Allows insurers to amend reports of surcharge collections for the prior 5 years if errors are discovered in original filings.

Makes reimbursement to member insurers for shortfalls in surcharge collection mandatory rather than optional.
