Revises definitions in the Paid Family Leave program to clarify terms related to qualifying exigency leave for military family members, including defining "military member" as a child, spouse, domestic partner, or parent on covered active duty in the U.S. Armed Forces.

Expands the definition of "care recipient" for qualifying exigency purposes to include the military member or their child or parent who is receiving assistance, and the employee participating in the qualifying exigency.

Requires employees to provide documentation of new active duty orders or military-issued documentation when requesting leave for a qualifying exigency arising from different covered active duty or different eligible family members.

Allows the Department of Defense to verify military active duty status without employee permission and permits verification of third-party meetings related to qualifying exigencies without additional information requests.

Becomes operative on January 1, 2021.
