Limits leases of veterans' home property to a maximum of 5 years unless the lessee is a local government, a nonprofit serving veterans exclusively, or has an existing contract executed before January 1, 2021

Requires any lease exceeding 5 years with other parties to be approved by the Legislature through statute

Mandates that all uses of veterans' home property (other than easements) by external parties must be governed by written agreements and provide substantial direct benefits to the home and its members

Requires property uses to be appropriate and compatible with the home's nature, provide fair market compensation to the department, and include appropriate insurance coverage when risks of injury or loss exist

Allows the definition of benefits to include activities that enhance morale, welfare, and recreation for home members
