Extends authority for counties to use risk-limiting audits until January 1, 2023 (previously set to expire January 1, 2021)

Allows counties to perform risk-limiting audits on one or more contests fully contained within the county's borders, with option to exclude audited contests from the standard 1% manual tally

Removes requirement for counties to perform partial risk-limiting audits of cross-jurisdictional contests

Requires Secretary of State to adopt regulations establishing procedures for audit boards, ballot security, sample selection, public notification (minimum 5 days), and public observability of the audit process

Designates the act as an urgency statute effective immediately upon Governor's approval on August 27, 2020
