Requires each county to establish a 24/7 countywide hotline to respond to calls relating to mental health issues, including calls about involuntary custody under Section 5150.

Counties must develop procedures to train and educate licensed mental health professionals responding to hotline calls.

Counties must work with mobile crisis intervention teams and local law enforcement to develop protocols for appropriate response and coordination on hotline calls involving involuntary custody.

Counties must publicly report annually on their website the number and type of hotline calls received and their dispositions.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7, Division 4, Title 2.
