Declares that every individual in California has the right to safe, decent, and affordable housing as an established state policy.

Requires state agencies including the Department of Housing and Community Development, State Department of Social Services, and Office of Emergency Services to consider this policy when revising or adopting regulations and grant criteria related to Housing First principles.

Establishes three policy components: homelessness prevention through rent/utility assistance and legal support; emergency accommodations providing clean, safe environments with no preconditions and supportive services; and permanent housing placement under Housing First model.

Mandates state-funded institutions not discharge people without temporary or permanent housing options and requires universal reporting on homeless outcomes through the statewide Homeless Management Information System.

Becomes operative January 1, 2026, and implementation is contingent on annual Budget Act appropriations.
