Requires the State Department of Health Care Services to submit a federal waiver amendment request to increase Assisted Living Waiver program provider reimbursement tiers to account for mandatory minimum wage increases from 2007, 2008, 2014, and 2016, with continued adjustments for future wage increases.

Mandates the department establish procedures allowing Assisted Living Waiver program waiting list members to know their position on the list and estimated timeline to reach the top, with clear disclosure of selection methodologies and prioritization criteria.

Requires the department to conduct open in-person meetings in northern, central, and southern California with stakeholders (consumers, providers, families) as part of waiver application or renewal processes, with at least 30-day notice required.

Requires the department to release a draft of proposed waiver applications or renewals for public comment with a minimum 30-day comment period, preceded at least 60 days before federal submission, and to publicly release the final application upon submission.

Makes all requirements applicable to any combined or converted program if the Assisted Living Waiver program is merged with other Medicaid home and community-based services programs.
