Removes the requirement to stagger CalWORKs benefits issuance over two calendar days and maintains the existing three calendar day staggering requirement (with hardship exemption options).

Requires counties to inform CalWORKs recipients about available electronic delivery methods, applicable fees, how to avoid fees through direct deposit or ATM use, and hardship exemption procedures.
