Requires institutions administering state student financial aid programs (Cal Grants, Chafee Vouchers, Willie L. Brown Jr. Community Service Scholarships, California State Work-Study, Middle Class Scholarship, and California DREAM Loans) to consider homelessness as an extenuating circumstance when evaluating satisfactory academic progress, allowing institutions to alter or excuse progress requirements for homeless students.

Defines homelessness according to the federal McKinney-Vento Homeless Assistance Act, including both "homeless individuals" and "homeless children or youth" as specified in federal law.

Applies the same homelessness accommodation requirements to California Community Colleges programs, including the Seymour-Campbell Student Success Act of 2012 and the Community Colleges Student Success Completion Grant program, to the extent consistent with federal standards.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made according to established statutory procedures.
