Requires individualized education programs (IEPs) to include measurable postsecondary goals and transition services beginning when a student is 6 years of age or in grade 1, whichever comes first, or sooner at the parent's request, instead of the current age 16 requirement.

Mandates that a representative of a nonfederal participating agency likely to be responsible for providing or paying for transition services must attend IEP meetings when the IEP lists such transition services, with parental or student consent (age 18+).

Makes technical corrections throughout the Education Code to replace references to "parents or guardians" with "parent" and related pronoun changes for consistency with current language standards.

Requires state reimbursement to local agencies and school districts for any costs determined by the Commission on State Mandates to be mandated by the state under this legislation.
