Require non-attorney notaries public to disclose in writing, prior to providing services, that they are not authorized to practice law in California.

Require all notaries public to disclose in writing, prior to providing services, the fees for each service offered and any other applicable fees.

Require disclosures be provided in the language the notary uses to serve the client and be available by electronic means, with the notary obtaining a signed acknowledgment of receipt before rendering services.

Authorize the Secretary of State to refuse to appoint or revoke/suspend a notary public's commission for willfully violating the disclosure requirements.

Define "practice law" according to Section 6125 of the Business and Professions Code.
