Clarifies that "certifying entities" authorized to certify victim helpfulness on federal immigration forms include police departments of the University of California, California State University campuses, and school districts.

Prohibits certifying officials from refusing to certify victim helpfulness or cooperation solely because a criminal case has already been prosecuted, closed, or the statute of limitations has expired.

Requires certifying entities to process Form I-918 Supplement B certifications (for crime victims) within 30 days, or within 7 days if the noncitizen is in removal proceedings.

Requires certifying entities to process Form I-914 Supplement B declarations (for human trafficking victims) within 30 days, or within 7 days if the noncitizen is in removal proceedings.

Mandates annual reporting to the Legislature on the number of certification requests received, approved, and denied by certifying entities.
