Increases surety bond requirement for guide licenses from $1,000 to $2,500, effective January 1, 2022.

Requires guide license applicants to submit proof of CPR certification, first aid and basic rescue operations certification, and commercial liability insurance coverage of at least $1,000,000.

Requires applicants proposing to transport clients in motor vehicles to provide proof of valid driver's license, and those transporting clients in powered vessels to hold a United States Merchant Mariner Credential or Coast Guard license and vessel inspection certificates.

Mandates drug testing within two years prior to application and Department of Justice criminal background checks within five years prior to application as conditions for guide licensure.

Directs the Fish and Game Commission to adopt a visual identification sticker system for licensed guides to aid in law enforcement, required for use when providing guiding or packing services starting January 1, 2022.
