Removes producer-handlers from the Dairy Council of California Law by deleting all definitions and references to producer-handlers throughout the Food and Agricultural Code.

Repeals Section 62095.1, which made it an unlawful trade practice for handlers to pay less than the minimum producer price established under stabilization and marketing plans.

Changes the milk assessment collection from $0.0033 per hundredweight of "eligible milk" to $0.0033 per hundredweight of "all milk" to defray administrative costs.

Authorizes the Secretary of Food and Agriculture to adopt regulations establishing official final action methods for testing milk components to ensure compliance with compositional requirements for milk fat, milk solids-not-fat, and total milk solids.

Revises the definition of "total consideration paid or exchanged for raw product" for market milk or cream to reference federal Class I milk price regulations under Title 7 of the Code of Federal Regulations instead of state-defined classes.
