Amends Section 3505.7 of the Government Code to extend the waiting period before a public agency can implement its last, best, and final offer in labor disputes from 10 days to 15 days after factfinders submit their written findings and recommended terms of settlement.

Applies to public agencies not required to proceed to interest arbitration under the Meyers-Milias-Brown Act, which governs collective bargaining for local represented employees.

Requires public agencies to hold a public hearing regarding the impasse before implementing their final offer.

Preserves the right of recognized employee organizations to meet and confer annually on matters within the scope of representation, regardless of whether those matters were included in the unilateral implementation.
