Eliminates the exception allowing physicians with 4+ years of continuous licensure in another state to bypass the 4-attempt limit on United States Medical Licensing Examination (USMLE) Step 3.

Creates a new exception allowing applicants who hold any license as a physician and surgeon in another state to exceed the 4-attempt limit for USMLE Step 3.

Removes requirements that the out-of-state license be "unlimited and unrestricted," continuously held for a minimum of 4 years, accompanied by specialty board certification, and free from specified disciplinary actions.

Modifies Section 2177 of the Business and Professions Code relating to the Medical Practice Act and physician and surgeon certificate eligibility requirements.
