Amends Section 338 of the Code of Civil Procedure to establish a 3-year statute of limitations for civil penalty actions under Section 26038 of the Business and Professions Code related to unlicensed cannabis activity.

Changes the statute of limitations trigger to begin upon discovery by the agency bringing the action of facts constituting grounds for the civil action.

Broadens the language specifying which agencies can bring civil penalties to refer to "the agency bringing the action" rather than listing specific officials.

Declares that the bill furthers the purposes and intent of the Control, Regulate and Tax Adult Use of Marijuana Act (Proposition 64).

Requires a 2/3 vote in both houses of the Legislature to pass, as permitted under Proposition 64.
