• Requires the accompanying licensed driver of a provisional permit holder to occupy the front passenger seat at all times.

• Prohibits the accompanying licensed driver from being under the influence of any alcoholic beverage or drug, or any combination thereof, with violations punishable as an infraction.

• Makes clear that violations of the accompanying driver's sobriety requirement do not constitute grounds for adverse action against the permit holder.

• Clarifies that the sobriety requirement does not prevent law enforcement from charging the accompanying driver under other DUI statutes if they are in actual physical control of the vehicle.
